Unless you're carefully following a guide you probably won't be able to do this your first playthrough, so just go with 6 each in quickness & ranged combat and maybe put some more into rifles/body. One note, this is a VERY specific build and requires every single karma available. Grenade launchers & tasers aren't tied to any specific ranged weapon type, so they're good for when you want to do some damage yourself and eventually you'll get the Steyr Aug-CSL during a mission (hopefully), which will act similar to the laser designator while doing damage at the same time. Sure, there's various buffs, haste, etc that can increase the damage of these other builds, but they generally require another character to buff them, and if we're allowing that then Racter can give one of your drones an additional 2 AP, bringing the possible damage total to 5 x 5 x 13 = 325. Or a rifle build doing a full auto attack for 5 x 16 = 80 damage. Let's suppose they get extremely lucky and hit 5 enemies. Compare that to a mage casting Fireball III. Each full-auto attack fires 5 times for 13 damage each, totaling 4 x 5 x 13 = 260 damage. 2 Auto drones, with 4 AP each that can do a total of 4 full auto attacks. Rigger's are probably the most OP build in the game imho.
